Government Websites: The Showcase for Digital Transformation

13 October 2026, 10:30 - 12:00

Citizens experience the digitization of government through the websites they interact with. Over the course of 90 minutes, we’ll walk you through the entire process—from the “storefront” to placing an order—and show you how it’s maintained. We’ll use a fictional federal horticulture agency on a GSB-11 test instance as an example. Each station stands on its own, so you can join in at any time.

Themes and Topics:

  • Storefront: Home page, announcements, and entry points for the most common inquiries
  • Advice: Visible topic pages and FAQs
  • Ordering: Applications and forms, with a clear explanation of what happens next
  • Reservations: Appointments and registrations that disappear at the right time
  • The Wilted Plant: Outdated content and what it costs
  • The Gardener’s Tour: Content Review Management, our TYPO3 extension that schedules and reminds you of reviews

Ask Questions Instead of Clicking – And What That Means for the Administration

13 October 2026, 15:00 - 15:40

What happens when people no longer browse government websites but simply say what they want to do? AI-based interfaces are changing how citizens look for information and services – away from menus and search fields, toward dialogue. This session explores what that shift means for public administrations: for navigation, for content, and for the way services are designed and maintained.

Themes and Topics:

  • From Clicking to Asking: How AI-based interfaces change user behavior
  • Dialogue as Interface: Opportunities and limits of conversational access to government services
  • The Future of Navigation: What remains of menus, search, and page structures
  • Consequences for Administrations: What content and processes need to be ready for this shift

A Digital State with a Stance – Needs, Values, Sovereignty

13 October 2026, 15:40 - 16:20

What do people really need from digital government services? Good digital services are about more than technology – they are shaped by the needs of the people who use them and by the values of the institutions that provide them. This talk explores how needs and values translate into concrete decisions about digital services, and why digital sovereignty is part of that stance.

Themes and Topics:

  • Needs First: Understanding what citizens actually expect from digital services
  • Values in Practice: How principles turn into concrete design and technology decisions
  • Digital Sovereignty: Why independence and control matter for the public sector

A prompt is a data export—using AI in government without giving up control of your data.

13 October 2026, 16:20 - 17:00

AI assistants have become part of the daily work routine in many government agencies, often faster than the necessary regulatory framework has been established. This raises a key question: What data actually leaves the organization in the process? The usual answers often fall short here. A data processing agreement governs what a provider is allowed to do with data, but not what data it actually receives. EU hosting addresses the “where,” but not the “what.” In this presentation, we’ll use a demo to show how a privacy layer identifies personal data and replaces it with placeholders before it reaches a language model—and how government agencies can thus use AI with confidence.

Topics and Key Points:

  • Shadow AI: Why bans have little effect and why a secure offering is the better approach
  • The Blind Spot: What AVV and EU hosting protect—and what they don’t (keyword: CLOUD Act)
  • vpchat Demo: How personal data is protected from processing while remaining traceable at all times
  • Getting Started: How government agencies can test sovereign AI themselves in 30 days

Scenario: Your Answer. Our Future.

14 October 2026, 10:00 - 13:30

No slides, no talks – just your perspective. What will the digital state look like tomorrow, and what should it look like? For three and a half hours, 3pc invites you to its interactive workstation, where you can vote on 5 to 7 questions about the digital future and share your point of view. Your answers are the starting point for an open conversation with the 3pc team about the challenges and opportunities of digital transformation. Drop by whenever it suits you – it only takes a few minutes to take part.

Themes and Topics:

  • Interactive Voting: 5 to 7 questions on the digital future of the state and public services
  • Your Perspective: Share your views and see how other visitors answered
  • Open Exchange: Talk directly with the 3pc team about ideas, expectations, and experiences
  • Meet 3pc: Get to know the agency and its work

From Strategy to Structure

14 October 2026, 14:00 - 15:00

A good strategy is only as strong as its implementation. How do personas, needs, and strategic decisions translate into concrete content and a robust information architecture? This session shows the path from strategic groundwork to a structure that works for users and editors alike.

Themes and Topics:

  • Personas and Needs: The foundation for user-centered content
  • Strategic Decisions: Setting priorities that guide content and structure
  • Information Architecture: Building a structure that is clear, robust, and maintainable
  • From Concept to Content: Turning strategy into pages people can actually use

“We did take the BITV test, after all.”

14 October 2026, 15:00 - 16:00

Passing a test is important – but it's no guarantee that a digital product will be easy to use in everyday life. Accessibility is more than a checklist: real usability shows when people with different abilities and in different situations use a service. This session looks at the gap between formal compliance and genuine accessibility, and what it takes to close it.

Themes and Topics:

  • Compliance vs. Usability: What a BITV test covers – and what it doesn't
  • Accessibility in Everyday Use: Why passing a test isn't the finish line
  • Closing the Gap: Approaches to making digital services truly accessible

AI-Driven Process Digitization in TYPO3 Projects Using RuleMapping, EUDI-Wallet, and the Law-as-Code Method

15 October 2026, 10:00 - 11:30

Digitize processes in your company, government agency, or organization! End-to-end, and without PDFs, printing, scanning, or media breaks. This means breaking the process down into many individual steps and assigning responsibilities, then developing and implementing a process model. And when regulations change, update the version!

What’s the status? That’s what applicants are asking! Who’s in charge, and can I get a head start so things move along quickly? Provide 24/7 access to the status of the process via the EUDI Wallet and make it an applicant’s ally.

A 100-page expert report in one of the review steps? Transparency only where it helps? Would you prefer plain language or a sign language avatar? This is where AI can provide valuable help with summarization, redaction, and translation!

Themes and Topics:

  • Process Digitization
  • From law to finished software - the Law-as-Code method
  • Implementation example with RuleMapping
  • Submit applications and keep track of them with the EUDI Wallet

The CyberResilience Act (CRA) and Secure Software Supply Chains in TYPO3 Projects

15 October 2026, 12:00 - 13:30

More than just another EU regulation: The CyberResilience Act (CRA) calls for clarity in several areas. What components make up my web system? Which vendors are behind it, and how are they actually faring? These questions are particularly significant if my online application is largely built using open-source software. How do I prevent new vulnerabilities from entering my content management system through daily updates? How can I meet the 24–72-hour reporting deadlines in the context of a collaborative supplier platform? An insight into concrete digital implementations for greater resilience in the digital space.

Themes and Topics:

  • CyberResilience Act (CRA)
  • Software supply chain integrity from development to deployment instead of supply chain attacks
  • SBOM requirements, vulnerability disclosure, and vulnerability detection
  • ZenDiS Badge Program: How can I measure compliance?
  • Digital sovereignty
  • Bonus content: Defending against digital attacks! How do I defend against a DDoS attack on my online presence?
